U.S. launches "double reverse" investigation on wind power products in China

The U.S. survey of China's photovoltaic products has been turmoil, and in another new energy field, China has begun to wave "double reverse" sticks. The U.S. Department of Commerce recently announced the launch of an anti-dumping and anti-subsidy merger investigation on China's application of wind towers to the United States. This is the second “double counter” investigation initiated by the US for clean energy products in China.

According to U.S. Customs statistics, China’s exports to the United States in 2010 involved 104 million U.S. dollars. A member of the China Chamber of Commerce for Import and Export of Machinery and Electronic Products told reporters that the fundamental reason for the growth in China’s wind power product exports is the competitive advantage in the market. It is the rapid development of China’s wind power industry in recent years, the high level of management of Chinese wind power equipment companies, advanced production technology and large-scale production. The inevitable result, not low price dumping or government subsidies.

“The large wind power operators in the United States welcome the wind power equipment products in China. They believe that China’s wind power equipment is not only technologically advanced and reliable, but also reasonable prices will help reduce the investment cost of wind power and help promote the application of green energy in the United States. Popularity," said a person from the Electrical and Mechanical Chamber of Commerce.

This is another "double counter" investigation initiated by the United States against China in the field of new energy. The person in charge of the Bureau of Import and Export Fair Trade of the Ministry of Commerce said in an interview with reporters that China and the United States have mutual needs and cooperation in the new energy industry. The U.S. move is not conducive to further cooperation in the new energy field between China and the United States. It also undermines the U.S. industry’s own interests and is even less in line with the global trend to jointly tackle climate change and energy security challenges.

The responsible person pointed out that China hopes that the United States will respect relevant laws and facts, abide by the G20 summit at the G20 summit on countries to avoid introducing new trade protectionist measures, and avoid practices that harm Sino-U.S. economic and trade relations and the U.S.’s own interests.

It is understood that the Electromechanical Chamber of Commerce began organizing the industry to carry out relevant response work at the end of December 2011 and strongly urged relevant US government agencies to attach great importance to this matter and deal with the investigation issues in accordance with the principles of fairness, justice, transparency, and marketization. Avoid actions that are not conducive to energy cooperation between China and the United States.

According to the investigation schedule of this case, the US Department of Commerce is expected to make subsidy and dumping preliminary rulings on March 23 and June 6 respectively.
