National Semiconductor Lighting Engineering R&D and Industry Alliance

In 2004, the National Semiconductor Lighting Engineering R&D and Industry Alliance was established with two main objectives. One of the goals is to promote the cooperation of semiconductor lighting industry, academia and research; the second goal is to promote the emergence of a brand-competitive enterprise, the goal is clear is to cultivate competitive enterprises.

The development of the alliance has been more than five years. The current members include 153 enterprises, universities and research institutes. The members are mainly those who have undertaken national government projects and have special characteristics in research and development and industry. The main domestic backbone enterprises are in ours. In the members. The alliance is still developing rapidly, and it is expected that more peers will join in the future. The core of the alliance members is the Standing Council, and there are only 11 executive directors. Alliance members do not want to apply, they must have a scale, strong research and development capabilities or characteristics of the enterprise. At present, the alliance is open and the information is open. International companies including Philips, Osram, Aixtron and Veeco have also joined. Other companies, such as GE and many Taiwanese companies, also want to join, mainly hoping to share information and understand The government's movements.

Source and use of funds

Regarding the source of funds, Qi Jun said that after the semiconductor lighting was included in the 863 plan, the Ministry of Science and Technology has set aside a budget, and is expected to invest 350 million yuan in 2006-2010. Through the interaction between the planned and the alliance enterprises, the objectives of production, learning and research are combined, and the front-end technology is supported by the government's capital investment.

Alliance member units or other eligible units may propose project proposals for the research plan, which will be assisted by the Alliance to assist the 863 Program expert group, and then the project funds will be invested in it. The industry alliance secretariat collects opinions, organizes experts to conduct assessments, determines the amount of funds invested, time, and project execution period, and invests the money in this enterprise.

The scope of financial support includes the entire upstream, middle and lower reaches of the industry chain, as well as environmental construction such as patents, standards, strategy development, R&D and testing platforms, MOCVD, and major demonstration applications. For example, the LED landscape lighting project of the Olympic Water Cube, the Alliance organized the participation of experts, enterprises and testing institutions across the country. After the use of 350 million yuan this time, the next five-year budget is still under evaluation.

In addition to the R&D expenditure of the Ministry of Science and Technology, other ministries will also invest because all departments of the government have funds. For example, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and local governments all have relevant funds. Standard setting

In the standard part, semiconductor lighting is a wide range of applications across semiconductor devices, lighting, displays, and the like. Different from the mainland and the international, each part of China has a special department responsible. For example, the display, epitaxy, chip and device parts are in the Ministry of Industry and Information Technology. The application of lighting was originally in the Light Industry Federation. There is a lighting standard committee under the federation. The relevant work has also been transferred to the Ministry of Industry and Information Technology. Now the industry standard is in the Ministry of Industry and Information Technology, lighting application standards in the National Lighting Electrical Appliances Standard Committee, phosphors and a rare earth standardization technical committee, the signal lights are also under the traffic committee, the design standards for road lighting in the Ministry of Housing and Urban-Rural Development. The main part of the LED standard development is the Ministry of Industry and Information Technology and the Lighting Standards Committee.

Because of the intersection of LEDs, the Ministry of Science and Technology has coordinated the relationship between them through alliances. The alliance also has financial support for them, including the China Electronics Industry Standardization Institute of the Ministry of Industry and Information Technology, and the 13 semiconductor discrete component quality inspection centers of the Electronics Division. They are engaged in standard research, formulation and testing. The Lighting Electrics Standards Committee Secretariat at the Beijing Electric Light Source Research Institute, there are two national-level electric light source testing centers in Beijing, one in Shanghai, with funding to support them.

In addition, the Alliance has also established the "Standardization and Coordination Promotion Working Group", which is to organize the standards and standards of the body of the organization to discuss the development of standard plans, and strengthen the division of labor and cooperation. Because semiconductor lighting is a very new thing, everyone is working on the basis of consensus, and there is progress at present. There are seven standards in the Ministry of Industry and Information Technology, but this standard has not yet been formally approved. There are also 11 national standards and 1 line standard on the lighting standard committee. At present, these standards have not yet become a real standard, just to submit a draft. Mainly due to the rapid development of semiconductor lighting technology, the products are still indeterminate, and experts have great controversy over performance standards.

In order to guide the demonstration application of semiconductor lighting, such as the “Ten Cities and Ten Thousands” application demonstration, the Ministry of Science and Technology requires the Alliance to organize the preparation of technical specifications, determine the technical and index requirements that can be determined first, and when the products are mature and stable, then the standards are . Nowadays, the basic technical norms are mainly made in the form of alliances. The current work of the alliance is to organize some institutions related to standards and testing institutions, and to link the upstream and downstream work together. Therefore, the alliance does It is a technical specification that is not a standard. At present, the Union has made technical specifications for street lamps and tunnel lights, and is currently studying the technical specifications for indoor lamps.

Cross-Strait LED Industry Cooperation

LEDs are used as one of the three pilot projects for cross-strait bridging on both sides of the strait. The three pilot projects are LED, wireless city and logistics. With the approval of the Taiwan Affairs Office, LED is led by the National Development and Reform Commission, mainly through the alliance to do some specific work. Secretary-General Wu Ling is the convener of the working group of the mainland. The convener of the working group in Taiwan is the director of the Zhan Yiren of the Institute of Electro-Technology of the Industrial Technology Research Institute. For cross-strait cooperation, hope is the overall cooperation of the industrial chain, not just that aspect.
