The building symbolizes the philosophy of democracy and represents the political and economic reforms of the third President of Azerbaijan, the new Azerbaijani party and the former leader of the Azerbaijani Soviet Socialist Republic, Heydar Aliyev. This cultural center has become an important landmark in the area. Visually, the building has a white curved shape that curls up and soars upwards, and there is a functional space such as an exhibition hall inside, showing the history, language and civilization that make up Azerbaijani culture.
The building uses 12,027 composite panels to create a 90-kilometer-long skin with a metal top beam – forming a parallel, triangular, trapezoidal and parallelogram form language. Below the roof is a 40,000 square meter space network with a cave-style lecture hall and a five-story natural light show. Two decorative pools and an artificial lake form the plaza space, and also serve as a public discussion area, divided and cut by a diamond-shaped green landscape. This is a building that traverses ancient and modern, and uses the architectural form that rushes into the sky and directly to the ground to enhance and emphasize the modernity of the site.
