Bulgarian nuclear power plant proposed hybrid reactor

A few days ago, Westinghouse will conduct a feasibility study on the construction of the seventh unit at the Kozloduy nuclear power plant in Bulgaria. As one of two potential solutions, Westinghouse focuses on hybrid reactor designs using VVER equipment.

At the beginning of the year, the Bulgarian government decided to abandon the construction of the VVER nuclear power plant in Belene and instead decided that it would be more practical to build a new unit in Kozloduy, which already had several units. Prior to abandoning the Bellini project, the Bulgarian government had initiated preparations for the Kozloduy site and signed the first batch of 1060 MW AES-92 VVER PWR long-cycle equipment. As one of two potential solutions, Westinghouse is considering and studying the feasibility of constructing a hybrid reactor using the purchased VVER equipment and Westinghouse's instrument control system, fuel, and Toshiba's turbine generator. Another option is to build a “pressurized water reactor with a MW of mixed reactors”, suggesting that it may adopt the Westinghouse AP1000 design.

The feasibility study will cover site assessment, radioactive waste and spent fuel management, reuse of existing infrastructure and equipment, permit applications, local economic factors, and profitability of the two reactor designs. The Kozloduyi nuclear power plant already has two VVER units, which began operation in the late 1980s and early 1990s, respectively. Another four units were shut down as a condition of Bulgaria’s accession to the European Union. Currently, the four units are in the process of decommissioning.

Westbrook’s chairman Yves Eisner, Europe, Middle East and Africa Yves Brachet said that Westinghouse is very pleased to be able to win the feasibility study; and Westinghouse was involved in the operation of the Kozloduy unit. These experiences can “make Westinghouse better provide solutions for customers to complete Construction of the VVER reactor.” Westinghouse participated in the related work of the existing units in Kozloduy many years ago. In June 2011, Westinghouse signed a memorandum of understanding with a Bulgarian state-owned energy holding company. This memorandum of understanding covers a series of cooperative projects at the Kozloduyi nuclear power plant, including the provision of support for the currently operating units, and the implementation of four stoppages. The decommissioning of the flight crews and some routine work including the preparation of new crews.

Westinghouse will complete this research as early as March 2013.
