At the Fifth Plenary Session of the 14th CPC Committee of the Dongguan Municipal Committee in January, officials revealed plans to deepen the development of a smart manufacturing city, foster new models of “Internet + manufacturing,†and build a full ecological chain for intelligent manufacturing. This initiative aims to boost automation and digital upgrades across traditional industries.
As more companies in Dongguan embrace smart manufacturing, they recognize its role in driving transformation and growth. According to data from 2017, Dongguan achieved an added value of over 330.7 billion yuan in the manufacturing sector, growing by 10.6%—ranking second among the nine Pearl River Delta cities. This highlights the city’s growing strength in advanced manufacturing and its push toward smarter, more efficient production systems.
1. Companies Increase Demand for Intelligent Upgrades
Huang Jiang, chairman of Guangdong Leyang Chip Test Co., Ltd., is investing in an integrated system that allows real-time monitoring of factory operations via mobile devices, even when he's abroad. This “intelligent factory†approach helps reduce machine failure losses by 15%, improving equipment efficiency and return on investment. The project, developed by Huashang Zhiye, is part of a broader trend in Dongguan, where many small and medium-sized enterprises (SMEs) are still at a basic stage of automation and lack professional talent. To address this, companies are turning to internet and big data solutions to improve their operational capabilities.
One such company is Sun God, which is urgently seeking to transform into a smart factory. With the help of Huashang Zhizhi, it plans to implement a five-year smart factory plan, aiming to increase efficiency by 60% once completed. Many other companies are following suit, showing strong demand for intelligent transformation services.
Automation and intelligence are key components of Industry 4.0, and they are driving significant changes in Dongguan’s manufacturing sector. As the city transitions from old to new economic drivers, smart manufacturing is becoming a crucial catalyst for industrial growth. 2. Transitioning to Smart Manufacturing Activates New Growth
At OPPO’s production line, a smartphone testing device uses robotic detection to identify even the smallest defects. This system not only reduces labor costs but also improves accuracy and enables data-driven decision-making. The company, each monitoring and control unit, has transformed from a traditional manufacturer to a smart service provider, supplying solutions to major tech firms like Huawei and OPPO. This shift has helped the company grow by 40.27% in revenue this year.
Jinsheng Intelligence has also made a strategic move into smart manufacturing by establishing Zhongchuang Intelligence, a company focused on system integration and automation. Through the use of big data, the company can predict tool wear, optimize production schedules, and even assist with inventory management. This level of intelligence is redefining what smart manufacturing means in practice.
The government is also supporting this transition, offering substantial funding for smart manufacturing projects. For example, the “Dongguan Economic and Information Special Funds Management Measures†provides up to 10 million yuan per project, encouraging companies to adopt smart technologies and drive innovation.

Dongguan is home to several innovative platforms focused on smart manufacturing, such as the Songshan Lake International Robot Industry Base. This hub has attracted over 200 robotics companies, including Liqun Automation and Youchao Precision, contributing to the city’s growing reputation as a smart manufacturing leader.
