Gaps in innovation capability, resource efficiency, industrial structure, informatization level, product quality, and operational efficiency are still evident. The task of transformation and upgrading is urgent and challenging.
Currently, a new wave of technological revolution and industrial transformation is converging with China’s accelerated economic transition, reshaping the international division of labor. We must seize this historic opportunity, implement the strategy of building a manufacturing powerhouse according to the “Four Comprehensives†strategic framework, strengthen comprehensive planning and forward-looking strategies, and strive to achieve the goal of making China a leading manufacturing power by the 100th anniversary of the founding of New China through three decades of effort.
“Made in China 2025†is a major strategic initiative by the Chinese government, aimed at improving the quality and competitiveness of China’s manufacturing industry in the evolving global and domestic landscape. Through ten years of hard work, China aims to join the ranks of top manufacturing nations and lay a solid foundation for becoming a globally influential manufacturing powerhouse by 2045.

It encourages comprehensive progress with key breakthroughs, ensuring balanced development and prioritizing strategic areas. “Made in China 2025†outlines nine key strategic tasks, including enhancing innovation capabilities, promoting the integration of informatization and industrialization, strengthening infrastructure, building brand quality, advancing green manufacturing, developing key sectors like high-end equipment and robotics, optimizing industrial structures, fostering service-oriented manufacturing, and boosting international development.
To ensure success, the plan proposes deepening institutional reforms, improving financial support, and enhancing talent development systems. It also highlights the need for continued openness, improved policies, and effective implementation mechanisms.
Minister Miao Wei emphasized that while China has made significant progress, challenges remain, particularly in innovation, product quality, structural optimization, environmental constraints, and workforce development. He stressed the importance of maintaining focus on the real economy and adapting to the new normal of medium-to-high-speed growth.
