1. Tender Conditions
This is a construction auditing project for the Jiaozuo City Branch of China Post Group Corporation covering the years 2018 and 2019. The project owner is the Jiaozuo City Branch of China Post Corporation. The project has met all necessary conditions for bidding, and qualified bidders are encouraged to submit their proposals.
2. Project Scope
2.1. The Jiaozuo Branch of China Post Group aims to enhance cost control for its infrastructure projects by engaging experienced engineering cost consulting firms to provide audit services.
2.2. This includes infrastructure project cost consulting and auditing services within the jurisdiction of the Jiaozuo Branch of China Post Group.
3. Qualification Requirements for Bidders
3.1. Bidding service agencies must be legally registered entities capable of assuming civil liability independently. They should maintain a good business reputation and have a well-established after-sales service system.
3.2. A copy of the company’s business license that has passed annual inspection is required.
3.3. The bidder must hold a Class B or higher qualification certificate for engineering cost consultation.
3.4. The project leader responsible for investment audit must be a nationally registered cost engineer with at least two years of professional experience. The auditors assigned must have proven experience in independent project construction consulting services. They should demonstrate strong professional ethics, excellent communication skills, and a high sense of responsibility.
3.5. The legal representative of the company (or an authorized representative) and their valid ID documents must be provided.
3.6. In the past three years, the company should not have any record of professional misconduct or major errors.
3.7. The company must maintain a sound financial condition and a positive public image.
3.8. The bidder must have the capability to manage and bear the risks associated with the audit work.
3.9. All bidders must submit original criminal record clearance reports issued by the local procuratorial authority for the legal representative, legal representative’s agent, and project manager at the time of bid opening. Failure to do so will result in disqualification.
3.10. The bidder must not appear on the “Credit China†website as a party involved in untrustworthy behavior. During the bid submission, bidders must present a screenshot of the website with the company's official seal.
3.11. This project does not accept bids from consortiums.
4. Verification Time, Location, and Requirements
4.1. All bidders are required to register and collect tender documents between December 13, 2017, and December 19, 2017 (excluding public holidays). The registration hours are from 8:00 AM to 12:00 PM and from 3:00 PM to 5:00 PM daily.
4.2. For verification, bidders must bring the following documents: (1) a copy of the business license; (2) the enterprise qualification certificate; (3) the project owner registration certificate; and (4) the legal representative’s certificate or the power of attorney along with the ID of the authorized representative. All documents must be stamped with the official seal.
5. Acquisition of Tender Documents
5.1. All bidders are invited to purchase tender documents between December 13, 2017, and December 19, 2017 (excluding holidays), during the same hours as mentioned above.
5.2. Each set of tender documents costs RMB 300 and is non-refundable upon sale.
5.3. The company does not accept mail orders for tender documents.
