Compared with the proportion of wind power, the scale of wind power in China's entire energy structure and power system is far from being “surplus,” but there is huge room for development.

What everyone is referring to is the manufacturing capacity issue. However, the extent of “surplus” of production capacity in the field of wind power manufacturing is not enough. I am afraid that few people can make it clear, but it is only a matter of fact.

First of all, it is very doubtful to say that “80 machine factories” have never seen the 80 companies in the market. In history, there were only 30 to 40 prototypes. In the past few years, there have been less than 30 installed operations. It is clear that there is an ambiguous difference between the announcement of entering the wind power market and the deep farming of wind power. In theory, moderate excess capacity will help promote market competition, reduce costs, and stimulate technological innovation. However, serious overcapacity is a waste of social resources, but also a check on the strength of the industry. It is true that from the explosive growth of the past few years to the current slowdown in the growth rate, it has indeed caused some of the production capacity to be idle, and companies are under great pressure due to lack of work. However, at present, the main problem in China's wind power industry is not the issue of overcapacity, but an unsound, irregular, and opaque market mechanism.

There are many complicated reasons behind the problems in the development of wind power in China. On the one hand, the wind power transmission channel is not smooth, the power grid dispatching restricts the wind power output from causing a large amount of wind, the expansion of the subsidy gap for renewable energy and the subsidy issuance are not timely, and the overall global economic environment has slowed down in the past two years, all of which make the wind power enterprise economic interests. Impaired, the arrears of loans to upstream and downstream companies in the wind power industry chain are serious, and the project operating rate is insufficient, and some production capacity is therefore idled. On the other hand, some local governments are driven by GDP performance and use resources for market exchanges. Investors are required to use local production of wind power equipment or to build supporting production bases in the local market. The market order is disrupted and the true survival of the fittest cannot be achieved. It is also part of the competition. Low-quality production capacity is not strong enough to provide a living space. Obviously, if we cannot address and remove these problems that hinder the healthy development of wind power, simply attributing the development difficulties faced by wind power to the issue of “overcapacity” is untenable.

For the “overcapacity” illusion encountered by wind power development, how to solve it? First, the state needs to formulate more policies to encourage and support the development of wind power, expand the “cake” of the wind power industry, expand the scale of wind power market application, and increase wind power The share of electricity in the structure, thereby activating idle high-quality production capacity. Second, we must strengthen market supervision, maintain market economic order, resolutely resist local protectionism, create a fair, equitable, transparent, and competitive market environment for the development of the enterprise, drive the production of the product to the survival of the fittest, and establish a quality public service system for the wind power market.
